I mainly use layers and color adjustments in Photoshop Elements 12. I adjust the layers to get that milky/matte look, change some RGB values, and then maybe put a solid color (very low opacity) over the top. Sometimes, if I’m using an action, I’ll include some color gradients or tints … If you have more questions please ask! =)
